Preface

One of the research objects the Department of the Strategic and Defence Studies (DSDS) of the Finnish National Defence College (NDC) is Russia and her military policy as a part of her national security. One cannot underestimate the essential meaning of this research object, which has not been done within the Finnish Defence Forces - quite the opposite. New information based on primary sources is always welcome.

The volume at hand is third publication in succession the Department has made concerning Russia. The contents of it concentrate mainly in Russia's military political resources and strategy. In 1998 was held the first Suomenlinna seminar, which dealt with Russia's security political, economic and military developments and prospects. In 2001 the department organized a seminar , which focused in Russia ' s potential in the 21 st century. In the latest Russia seminar the main emphasis was put on the use of Russia's resources and her strategy especially in the field of military policy.

Besides the meaning of the research object, the seminar was a clear sign that shows the intensification of the international cooperation, which the Department has also in Russia's direction. In addition to Swedish, British and Finnish speakers there were four researchers in all from Russia. Researchers' presentations were complemented by diplomatic views expressed by the Ambassadors of China, Britain and Russia. On behalf of the organiser I cordially thank all the speakers for their contribution to this volume.
